Request for Proposal (RFP) for Athlete Data Management System for PODIUM Programme of the National Sports Institute of Malaysia (ISN)

This is a formal Request for Proposal from the National Sports Institute of Malaysia (hereinafter referred to as “ISN”) to provide Athlete Data Management System for PODIUM Programme. The parameters and scope of this proposed engagement shall conform to the Term of References stipulated in this letter and additional terms notified to you at a later date if any.

National Sports Institute of Malaysia

We are a federal statutory body established under and governed by the Akta Institut Sukan Negara 2011 (hereinafter referred to as “the Act”), with objectives as stated in Section 5 of the Act. Your proposal must fall under the ambit of the Act and enable ISN to achieve its objectives.

Project Purpose and Description

  1. The PODIUM Programme is a dedicated national elite athlete’s preparation programme, planned, managed and executed by ISN with the objective of achieving excellence for Malaysia. An in-depth readiness review of the PODIUM programme had been conducted for recommendations to quickly achieve readiness in executing the PODIUM Programme

  2. Currently, PODIUM is entering Phase 4 (Implementation). To facilitate the achievement of the programme, ISN requires an athlete data management system

Guidelines (Term of Reference)

One of the key features of the PODIUM programme is to ensure that performance related decisions are made objectively and based on performance data. To enable this, an athlete data management system is required to capture performance data, process the data and present these information in a meaningful manner.

Your proposal shall include (but not limited to) the following: –

  1. Propose a central repository for administrative, performance, training, medical and educational data and resources for elite athletes.


The system proposed shall meet or exceed the following requirements:

    • Easily accessible for immediate monitoring and review, injury management and athlete development and provides analytical breakdown of trends in performance, training and medical data

    • Deployed on a single platform where all data resides, providing up to date and correct information at all times

    • Able to provide predictive analysis for tactical positioning and win

    • Able to provide Games Analysis based on Footages and Replays

    • Provide Physiological (Musculo-skeletal, medical) and functional screening

    • Analyse the best match of genetics and traits for optimum performance

    • Enable Strength and Conditioning Programs

    • Enable Annual Planning and Periodisation

    • Enable Cost Modelling Programs

    • Enable Nutrition Planning and Menus

    • Track and Access Injury Prevention and Rehabilitation/ Recovery Programs

    • Generate Reports

  1. A fully laid out and comprehensive timeline schedule detailing the system implementation and integration phases and activities for a successful Go-Live

  2. A summarised and itemised technical proposition, outlining all probable challenges and proposed solutions

  3. A detailed and specific cost estimate and breakdown on all processes through the timeline schedule

  4. Your itemised charges, including disbursements for the proposal and its implementation

  5. Your proposal must not contravene anything in the governing Act, or be open to challenge from any quarter on any legal basis.

Credentials

You are expected to provide a profile of your firm, with contact information, company history, firm size and finances in board terms, executive background, and the academic qualification and experience of the personnel, as well as, organisation structure of those who will be implementing your proposal. Testimonials are welcomed.

Duties

You are expected to carry out / assist in carrying out all the processes in your proposal. You shall be responsible for any malfeasance; wrong doing or gross negligence (if any) when acting on ISN’s behalf in making and implementing your proposal, and shall indemnify and keep indemnified ISN and save harmless ISN from all claims in consequence.

All proposals is submitted will be evaluated on a quality and cost based system, and will be considered by an internal team of assessors, who will present their report to the Chief Executive Officer of ISN (hereinafter referred to as “CEO”). Final approval shall come from the ISN Board, empowered by the Act to do so.
